National People’s Congress: Where’s China heading to?

China kicks off its annual meeting of the National People’s Congress, a rubber-stamp legislature of the Communist Party. It’s important not because of how the votes go – that’s a foregone conclusion in an authoritarian state – but because the leadership takes this opportunity to roll out some of its most important new laws.
