Commission consults stakeholders on the Political Advertising Regulation

The European Commission invites stakeholders’ feedback on the draft Guidance to support the implementation of the Regulation on transparency and targeting of political advertising.

Political advertising is a key tool in driving election and political campaigns and shaping public opinion on legislative and regulatory processes. With the digital transition under way, people must be able to easily distinguish whether they are looking at paid political content – offline and online. The Political Advertising Regulation, which will apply as of 10 October this year, introduces a high level of transparency of political advertising services, requiring any political advert to be clearly labelled as such and include information such as who paid for it and how much.

Providers of political advertising services, publishers, political actors, and other stakeholders, as well as national authorities are invited to submit their views on the draft Guidance by 4 August 2025.

The feedback received through the EU survey will feed into the preparation of the final Guidance on effective implementation of the new rules on political advertising. The Guidance will support the sponsors, providers of political advertising services, political advertising publishers, as well as Member State authorities in their oversight functions, for example by easing the identification of political advertising.
