Forward look: 23 June – 6 July 2025

Overview of the main topics and events at the Council of EU and European Council for the coming fortnight.
Foreign Affairs Council, 23 June 2025
The Council will exchange views on the Russian aggression against Ukraine, after a short intervention of the Minister of Foreign Affairs of Ukraine Andrii Sybiha. They will then hold discussions on China and European security, and the situation in the Middle East -including Israel and Iran- and Libya. They will also be informed about current affairs.
Agriculture and Fisheries Council, 23-24 June 2025
The Agriculture and Fisheries Council will seek to reach a general approach on a regulation for a forest monitoring framework, and discuss trade-related agricultural issues. Fisheries ministers will exchange views on a Commission communication on sustainable fishing in the EU, highlighting their overall priorities for this year’s exercise of setting fishing opportunities for 2026. Furthermore, the Council will take note of the progress made on current legislative proposals, including on animal transport, plant reproductive material and new genomic techniques.
General Affairs Council, 24 June 2025
Ministers responsible for European affairs will meet in Luxembourg to continue preparations for the European Council meeting on 26-27 June 2025 by discussing draft conclusions. In the context of the European semester 2025, the Council will be invited to approve and transmit to the European Council the horizontal note on the integrated country-specific recommendations. Ministers will also hold a country-specific discussion in the framework of the annual rule of law dialogue, focusing on the rule of law situation in Finland.
European Council, 26-27 June 2025
EU leaders will meet in Brussels to address the following topics: Russia’s war of aggression against Ukraine and the EU’s support to Ukraine and its people; the situation in the Middle East; European defence and security; EU’s role in the world; EU’s economy and competitiveness; migration; internal security, and other foreign policy items, including Moldova and Western Balkans.
