Background

The Commission proposed the main legislative package on the next EU long-term budget, the MFF, on 16 July 2025. In their initial reaction, the co-rapporteurs warned that the budget maths do not add up, that the 1.26% spending ceiling proposed by the Commission will put key EU programmes at risk while debt repayments for NextGenerationEU loom. The new budget structure proposed by the Commission also threatens Parliament’s democratic oversight.

Parliament adopted its priorities on the post-2027 EU long-term budget at the May 2025 plenary. MEPs call for a more ambitious budget than the current spending ceiling of 1% of the EU-27’s gross national income, to address the growing number of crises and challenges facing the EU. The adoption of the EU’s next long-term budget will need the approval of Parliament, granted by a majority of its component members.
