Maximising EU concessional finance for greater leverage and impact: An options spread

In this Center for Global Development paper, ECDPM’s San Bilal and Karim Karaki join Mikaela Gavas, Samuel Pleeck and Andrew Rogerson in outlining six ways to increase EU concessional finance to respond to the urgent needs of emerging market and developing economies.

About the Authors

Mikaela Gavas is the Managing Director, CGD Europe and a Senior Policy Fellow.

Samuel Pleeck joined CGD in September 2020 and supports the Europe program as a research associate.

Andrew Rogerson is a non-resident fellow at the Center for Global Development, a non-profit think tank based in Washington, D.C. and London that focuses on international development. He is concurrently a Senior Research Associate at the Overseas Development Institute, London.

Dr San Bilal is a senior executive and associate director of ECDPM’s sustainable economies and climate action cluster. He is also a member of the management team.

Karim Karaki is the head of ECDPM’s economic recovery transformation team.
