David Carroll joined Plastics Europe, the pan-European association of plastics manufacturers, as Director External Affairs in May 2020. David’s role involves supporting plastics producers in creating the necessary supportive policy and regulatory framework for the industry’s circularity and climate transitions, and advocating for the policies which boost the competitiveness of European plastics production. He leads the association’s advocacy and engagement with governments and institutions in Brussels and coordinates the advocacy efforts of Plastics Europe’s teams across Europe. Prior to this role, David worked at as a consultant at Hill + Knowlton and Teneo, helping companies, governments and trade associations facing challenging external issues with strategic positioning. David studied law in Cork, Strasbourg and Bruges and began his career in the European Parliament.
