Overview of the main topics and events at the Council of EU and European Council for the coming fortnight.
Agriculture and Fisheries Council, 26 May 2025
The Agriculture and Fisheries Council will hold a debate on the vision for agriculture and food and will exchange views on the market situation for agricultural products, in particular in light of Russia’s war of aggression against Ukraine and the changes in US tariff policy.
Foreign Affairs Council (Development), 26 May 2025
The Foreign Affairs (Development) Council will address financing for development, EU-Africa relations, the situation in Ukraine, and any other business, including the Nutrition for Growth summit, before discussing external action post-2027 during a ministerial working lunch.
General Affairs Council, 27 May 2025
EU affairs ministers will be invited to adopt a general approach on the EU’s carbon border adjustment mechanism (CBAM) regulation, and prepare the European Council of 26-27 June 2025. Ministers will also hold a hearing on the Article 7 procedure concerning Hungary, as well as a country-specific discussion in the framework of the annual rule of law dialogue, focusing on the rule of law situation in Belgium, Finland, Slovakia, and Sweden. Finally, the Council will discuss Spain’s request to include Catalan, Basque, and Galician in the EU’s language regime.
Transport, Telecommunications and Energy Council (Transport), 5 June 2025
The Council will aim to adopt its position at first reading on a proposed reform of the current regulations on the rights of air passengers and the liability of airlines. Ministers will also hold a first exchange of views on the recently proposed updates of two directives under the ‘roadworthiness package’, namely on the directive on vehicle registration documents and on periodic technical inspections and roadside inspections of commercial vehicles.
Transport, Telecommunications and Energy Council (Telecommunications), 6 June 2025
The Council will aim to adopt a recommendation for an EU Blueprint on cyber crisis management and conclusions on reliable and resilient connectivity. Ministers will also discuss the growing importance of satellite connectivity for the EU’s strategic autonomy.
